This paper seeks to investigate one of the most important contemporary issues that presents itself with more urgency than ever before, due to the currentness of its subject on the one hand, and also due to the role of cultural policies in modernizing societies in general, including Arab societies on the other hand. Cognitive knowledge is something raised by the contemporary Arab cultural elite, and it raises the question of creating a knowledge society in many times in closed environments and suffers from the problems of underdevelopment and weak education systems. On the other hand, it suffers from many problems related to the faltering of building the post-colonial state in the Arab world, and what this resulted in a setback of preoccupations and crises that threatened this nascent entity. Therefore, researching Mauritanian public policies in the cultural field, and its response to reality and the processes of building the Arab human being, is what this paper tries hard to put to the test in a critical manner that goes beyond stereotypes and ready-made judgments and to develop immediate perceptions about which cultural policies are most effective and optimal in creating a mature knowledge society in the face of challenges and crises. Which it encounters in light of the current international changes, so the impact of cultural policies in the Mauritanian field and its role in the overall framework of the Arab community and the extent of its contribution to the creation of a knowledge society, i. Despite the obstacles that may appear in the Mauritanian field and its role in reducing any structural cultural transformation in front of contemporary knowledge systems, cultural policies seem to take important steps in building a cultural policy that responds to the challenges and obstacles that man faces and raises deep questions about building a knowledge society according to contemporary rules and requirements.
