This paper seeks to investigate one of the most important contemporary issues that presents itself with more urgency than ever before, due to the currentness of its subject on the one hand, and also due to the role of cultural policies in modernizing societies in general, including Arab societies on the other hand. Cognitive knowledge is something raised by the contemporary Arab cultural elite, and it raises the question of creating a knowledge society in many times in closed environments and suffers from the problems of underdevelopment and weak education systems. On the other hand, it suffers from many problems related to the faltering of building the post-colonial state in the Arab world, and what this resulted in a setback of preoccupations and crises that threatened this nascent entity. Therefore, researching Mauritanian public policies in the cultural field, and its response to reality and the processes of building the Arab human being, is what this paper tries hard to put to the test in a critical manner that goes beyond stereotypes and ready-made judgments and to develop immediate perceptions about which cultural policies are most effective and optimal in creating a mature knowledge society in the face of challenges and crises.
